Notes
Bloch (1953: 285) identified this inscription as an album of the corpus fabrum navalium Portensium because it was found in Portus, not in the town of Ostia. But the only other two inscriptions hinting at the existence of an independent corpus fabrum navalium Portensium (CIL 14, 169; AE 1955, 177) refer merely to a tribunus fabrum navalium Portensium who was patronus of the corpus fabrum navalium Ostiensium. Tran (2006: 314-316) therefore doubts the independent existence of a corpus fabrum navalium Portensium, separate from the corpus fabrum navalium Ostiensium. The restoration [Portensium] suggested by Bloch should be accordingly be rejected.

The first thirteen unidentified names on the album precede a group of six identified quinquennales. So these first thirteen must either be quinquennales perpetui or patroni. Most of their names appear to suggest a servile background, so it seems more likely these were quinquennales perpetui rather than patroni.
