Flavinus rose through the ranks of the military to the office of 'primus pilus, probably in the Legio I Italica or the II Adiutrix. He was rewarded and promoted by Caracalla in 214. His tribus and his election to 'princeps ordinis' strongly indicates that he was born in Oescus.
He was made (honorary) member of the city council ('bouleuta') of Tyras, Dionysiopolis, Marcianopolis, (municipium) Tungrorum, and Aquincum.
Coopted as patron of the 'collegium fabrum' at Oescus.
